It is probably that certain styles are not defined ion the CSS. Look at the source of the page you are not happy with and see whether the style for the section you want to change is defined in the CSS. If not, you will have to add it, if it is, then just change the values to what you want.

Can you post a link to your site? I can't tell from your description what is actually the problem you are having.

Thanks for your reply .Unfortunately  I can`t post a link and now I could configure it in my computer (localhost) . But I could place 4 screenshot for your comprehending
and comparison .Please note that my main language is Farsi and I have changed some css options like text direction and if you see strange format in these pictures,
except page background color and font type others are usual and normal with my css requirements . I have defined Tahoma font as my default LMS font .These are related to Course info and Announcements pages in one comparison and News and Course list pages for another comparison . It is clearly to find difference in background colour and font type and size . Please guide me step by step .

Please note that when there are no news in News Page , page style is normal
with blue background and Tahoma font .Please have a view on this screenshot :

there are some little problems to adapting style in both IE and FF for us;
Anyway you could pose your related problems here and I`ll try to investigate
