I am looking at setting up a site in which I will be able to set the courses and keep them updated and add new ones.

These updates would then go out to all the subdomains created by the "leaders" off a group, in which they would be able to give a sign up link out to there "students" to sign up.

The sub-domain the leaders setup would work as normal expect adding and changing coruses which would link back to the main site. The "students" would only be able to look at the "sub-domain" they have signed up to but "leaders" would be able to send "students" to other "leaders" as they move groups etc.

Hope this makes sense? Could someone quote me on costs or contact me for more info and better detail?

A better way of explain would maybe be:

Courses are setup
"Leaders" - Can make there own sub-site, which they can control only the "students" in there control, they could also send the "students" to other "leaders"
"Students" - Would be given a link by the "leader" and would be able to sign up, the leader would approve the sign up and they would be able to work on the courses as normal
"Admin" - all courses would be kept up to date on every site by the admin on the top level
