After a user has registered and the admin has approved their request, the user cannot be seen in the user list.  Only after the super admin has added them to a group folder can they be seen.  Is there a way to allow admins to see all users in the root folder withlout having to move them into a folder where they have the correct permissions?

hello,
no this is not possible as by design only the super admin can see all users and then the users in the root folder. For users to be seen by an admin or public admin they must be part of a group or of a organization chart's branch.

It could be possible to change this behavior editing the code on your installation but this is not adviced as right now it could lead to unexpected errors..
